PARC COORDINATOR Job - Danish Refugee Council

Overview:

The PARC Coordinator is responsible for the management of the DRC’s Protection, Assistance and Re-integration Centres (PARCs) network in Iraq (PARCs in Kerbala, Wassit and, to a lesser extent, Diyala) established within the UNHCR-funded PARC project component, under the supervision of the Project Manager for Protection (PM), in accordance with the organization’s mandate, priorities and donor agreement.

Key duties and responsibilities:

 Lead on the drafting of the PARC work plans and timely coordinate the operations as per the plan;
 Provide a daily technical support to the PARC teams;
 Centralize the correspondence related to the PARC activities and act as a focal point for the PARC vis-a-vis the external stakeholders;
 Undertake periodic review of each PARC performance (operations and staff) and submit the recommendations to the line management;
 Monitor technical challenges faced by the PARC teams and report to the line management;
 Maintain knowledge of local laws and other government directives relating the groups of concerns and the NGO activity and presence.

Overall duties and responsibilities:

 Management:
- Coordinating and supervising PARCs’ activities, including performance indicator/target tracking, case management, internal and external capacity building and advocacy activities;
- Ensuring a high quality of PARCs’ services/outputs and related records and overall due project implementation in conformity with local laws, DRC regulations, donor agreement and the thereby stipulated goals, objectives and deadlines;
- Cooperating and coordinating activities with other DRC’s offices and teams at the country programme level;
- Ensuring synergy with other DRC’s programme components in the area of responsibility;
- Ensuring that all administrative and financial issues related to the area of responsibility are conducted in accordance with DRC guidelines and requirements;
- Providing suggestions / inputs related to financial management, when needed;
- Reporting, on a regular/periodic and ad hoc basis, on PARC activities and events in the area of responsibility, in accordance with the DRC and donor requirements.

 Capacity Building:
- Providing and ensuring ongoing mentorship (on-the-job support) and appraisal of the team members;
- Designing and implementing staff training plans;
- Assisting in capacity building for relevant target groups through trainings, workshops and other joint activities.

 Advocacy:
- Liaising with appropriate authorities, civil society groups, community leaders and other stakeholders working locally, aimed at facilitating open communication and advocating on/ resolving (through appropriate local responses) obstacles identified in the course of project implementation;
- Participating in general advocacy work in consultation with the PARC Coordinator, PM and senior management.

 Programme development:
- Contribute to PARC-component’s development, including identification/recommendation of potential new areas/possibilities for DRC intervention;
- Contributing to the development of strategic and operational decisions with regard to PARCs, pertaining, at minimum, to the designated geographic area of responsibility;
- Suggesting and implementing improvements to PARC-related monitoring and evaluation schemes.

 Representation:
- Developing and maintaining working relations with relevant UN agencies and other inter-, intra- and non-governmental organizations in the area of responsibility with the view to integrate DRC’s activities into comprehensive protection approaches in the area;
- Serving as an DRC’s field representative for donor visits/meetings;
- Maintaining positive and supportive relations with local government.

 Other:
- Undertaking extensive field visits;
- Conducting the above mentioned and any other tasks delegated by the PM or senior management.

Role Synopsis
Hands on experience in Production logging and PNC interpretations, is proactive in client sales visits, presenting results to clients, conducts field studies if required and helps in project coordination, and is actively involved in professional societies. Writes and/or presents technical papers in professional journals, prepares technical and economic proposals for presentations, conducts strategic meetings for INTEQ Geoscience and actively participates in recruiting efforts. Mentoring and training to fresh graduates within or for the clients.
Key Responsibilities/Accountabilities
· Carry out interpretations of cased hole logs such as PLT, PNC, Corrosion.
· Writing reports as and when required for final delivery.
· Participate in pre-job discussions with clients and operations to fulfill clients objective to gather information of the well.

· Participate in training programs as an instructor, is proactive in client sales visits, conducts field studies and helps in project coordination, and is actively involved in professional societies.

Background / Experience Required
· Bachelor's Degree in Earth Science or Petroleum Engineering
· MSc. with 4 years of experience
· PhD. with 2 years experience
· Minimum 4 years experience as geoscientist of which recent two years should be in PLT and/or PNC interpretations.
Desired/Preferred Qualifications

Good cased hole interpretation with good exposure and hands on experience in RPM and/or Production log interpretation in either internal or any of the third party software.
Confident in presenting the results to the clients, presentation skills, ability to mentor and train fresh graduates.
Understands earth science principles of E&P industry.
Good understanding of theory of basic wireline and /or LWD tools and possesses cross-disciplinary skills.
Understands technology related to discipline and understands Baker Atlas/INTEQ product lines and is pursuing one or more certifications.
Software packages used: Emeraude, PLWIN, MAPView, Warrior, MIPS, MTTPro, WIPER, PLATO etc.
Languages:
· Excellent English skills in writing and speaking
· Arabic – will be an advantage

OVERVIEW

Driving forward the Operations, Sales, Development and Support for the company including managing strategy and implementing improvements and growth

KEY RESPONSIBILITIES

• Managing a team of senior sales and operations management professionals
• Directly accountable for the delivery of the overall results achieved across all divisions of the group
• Should assess and review business approach, devise and implement target based operations and sales strategies and monitor overall performance

ESSENTIAL REQUIREMENTS

• Management or Business graduate, MBA holder is preferred
• 13-15 years experience
• Open to Arabic Nationals ONLY
• At least 5 years in a senior management role
• Extensive knowledge in the Real Estate and Property industry
• Excellent command in both Arabic & English
• Successful applicant will be required to live in Baghdad in a secure compound with his family. This role is very dynamic and rewarding and will require the successful applicant to be based there full time with the support of his family

Women and War Assistant - Main focal point
• Women & War focal point
o Is specifically in charge of following Women Headed Households (WHH) projects in Baghdad governorate
o Acts as a source of information for the W&W delegate in identifying specific situation and needs of women affected by the conflict in various aspects (economic, social, security, violence, health, education, etc…).
o Develop a comprehensive knowledge base regarding issues affecting women in Iraq, their needs and humanitarian situation through fieldwork and documentation.
o Strengthens network of interlocutors in the field of women issues under the direct supervision of the W&W delegate
o Develop contacts and helps organizing meetings between identified interlocutors and the W&W delegate or the delegate in charge.
o Attend relevant events or workshops on women issues in Baghdad of interest for ICRC
o Understands and disseminates within the SD, the ICRC institutional approach regarding women affected by conflict

• Reporting
o Takes minutes and ensures adequate follow-up of all the meetings
o As per the need of the women and war delegate and the SD EcoSec team and SD, provides sound inputs or reports in regards to the progress of the program for WHHs
o Contributes to the Weekly Operational Report and Quarterly Ecosec Report
o Provides monthly/quarterly statistics on a regular bases and other reports when required

Women Headed Household relief advocacy programme - activities
• Manage the WHHRAP and Supervise the team.
In close collaboration with the WHHRAP team and delegate, the W&W FO is performing the delegated tasks as follows:
o Supervise the team and manage the implementation of the WHHRAP
o Assesses the economic situation of WHHs in her AoR on a regular basis and according to the set criteria of EcoSec and SD
o Participates actively in dissemination of the Relief/Advocacy program for WHHs to potential beneficiaries and relevant interlocutors
o Participates actively in all the step of the programme involving a close cooperation with the NGO partner
o Participates actively in formulation of weekly/monthly/quarterly PoA, log frame and budget in regards to the relief component of the program for WHHs,
o Proposes adjustments or corrective steps when necessary
o If-when required, participates in the implementation of other EcoSec programs
o Shows judgment abilities to deal with special cases and proposes solutions

• Collects information on the situation in the field
o Is aware of the socio-political situation
o Advises the delegate on the overall situation of Women headed households (WHHs) and on various fields such as economy, religion, culture in her AoR.
o Carries out comprehensive needs assessments and situation analysis regarding WHHs, focusing on their economic situation
o Attends coordination meetings, collects information on other actors (INGO, NGO, Foundations, Community leaders / committees, Government) and their programmes in her AOR.

Additional Responsibilities
• Assists the delegate in running field activities
o Plans and organizes visits to the targeted areas and other areas when/if required
o Interviews relevant authorities, local associations, NGO's and beneficiaries independently
o Translates with accuracy in any given situation
o Reviews periodically technical assessments and monitors technical consultancies
o Immediately reports any problems/delays in the implementation of the programme to the EcoSec team leader / EcoSec delegate
