Background

Phases I and II of the project, “Peace Building in Lebanon” spanning the period 2006-2013 sought to address the underlying causes of conflict in Lebanon and created “safe spaces” for local identity groups to discuss their concerns openly and enhance mutual understanding of the different “other”. Social cohesion was enhanced at the local, community and national levels between civil society (youth, educators, media, NGOs and religious leaders) and relevant local public (municipal council members and mukhtars) actors. Through training programs, advocacy work and enhanced networking, stakeholders were better equipped to actively and harmoniously contribute to peace building, community dialogue and ensure a more effective bottom-up impact of efforts. 


Building on the understanding and successes of the previous two phases, the third phase of the project is currently focusing on addressing the new challenges to civil peace and peace building in the country posed by the Syrian crisis. 


Therefore, the focus is on four outputs: 


1. Education promoting social cohesion supported; 


2. Media empowered to promote balanced and conflict sensitive media coverage; 


3. Local level peace building strategies to mitigate tensions developed in selected conflict prone areas of Lebanon hosting Syrian refugees; 


4. An NGO platform promoting nation-wide truth and reconciliation supported ex-fighters’ role in promoting peace building supported. 


Duties and Responsibilities

Under the direct guidance and supervision of the Governance & Reform Program Analyst, the Project Manager contributes to the implementation and development of the UNDP's Peace Building strategy and activities. The Peace Building project has become a core tenet of the UNDP’s stabilization and recovery programme which was developed as the organization’s response to the response to the Syria crisis. As such, the peace building project is a key component of UNDP’s engagement at the local level to reduce resource pressures, and to strengthen social cohesion, and is an important contributor towards the social stability sector which UNDP manages within the framework of the Lebanon’s Crisis Response Plan, in particular in relation to tension mapping/conflict analysis and conflict sensitivity. The project has also established important synergies with key national and international partners on related agendas which have gained momentum in Lebanon recently, including in relation to the prevention of violent extremism. 

Effective project planning:


  • Coordinate and facilitate meetings with relevant stakeholders to develop project strategic directions, project scope, proposals, and concept notes;
  • Develop and maintain annual workplans and corresponding budget plans with clearly stated milestones contributing to the achievement of target outputs defined in the project document;
  • Plan and develop project budgets, allocate funds from various donors to projects’ outputs and activities, monitor expenditures and create updated financial forecasts and records;
  • Ensure the design and implementation of a project approach that reinforces and monitors 

participation, conflict sensitivity, and gender equity and empowerment of women and youth; 


  • Prepare any follow-on project proposals as per the needs identified by UNDP.

Lead, manage, monitor and report on progress in implementing project activities:


  • Manage the realization of project outputs and results through activities in line with the agreed upon timetables and budgets and monitor progress against the initial quality criteria;
  • Recruit, assign tasks and responsibilities to the project staff and supervise their performance;
  • Organize regular meetings for the project team members to assess work progress, address challenges and constraints, and provide guidance and support;
  • Manage and monitor the project risks by maintaining the Project Risk Log and updating the status of risks;
  • Monitor events as outlined in the Monitoring & Communication Plan, and update the plan as required;
  • Carry out reporting responsibilities on monthly, quarterly, and annual basis to donors based on specific donor’s requirements and guidelines. Additionally, provide annual reporting to the Project Board and quarterly reporting to the Governance and Reform Programme at UNDP;
  • Prepare Project Progress Reports against planned activities, update on Risks and Issues, expenditures, etc.;
  • Monitor and evaluate activities implemented by partners and coordinate project evaluations, as necessary;
  • Supervise consultants and evaluate their performance in delivering individual outputs as 

described in the TOR;


  • Ensure relevant project outputs, best practices, and lessons learned are disseminated in compliance with the quality requirements of the implementing agency, UNDP, and other donors;
  • Assist UNDP Programme Officer in closing projects operationally and financially in accordance with UNDP rules and regulations and in close coordination with implementing agencies;
  • Prepare TORs and relevant documents for required inputs (individual and institutional consultancy services, procurement of goods, organization of training, seminars, etc.) with expert technical support as required;
  • Manage and assess the work of technical experts and consultants;
  • Regularly review and evaluate the performance of outsourced activities, identifying areas for improvement and implementing corrective measures as needed;
  • Facilitate communication and coordination among stakeholders, ensuring that all parties involved in outsourced activities are well-informed and aligned with project goals and timelines.
  • Maintain documentation and records related to these activities for reference and reporting purposes;
  • Monitor financial resources and accounting to ensure accuracy and reliability of financial reports;
  • Confirm and attest to the satisfactory completion of outsourced project activities; 
  • Perform Team Manager and Project Support roles when needed.

Partnership development and management:


  • Fruitful collaboration and establishment of strong working relationships with national authorities, NGOs, civil society organizations, UN agencies, donors, and other relevant partners;
  • Mobilize competent national and international experts that are needed by the beneficiaries of the project following the agenda and activities that are supported by the project;
  • Undertake required for resource mobilization with various bilateral donors and trust funds opportunities;
  • Develop tailored proposals to meet the specific requirements of various donors and funding opportunities, aligning them with the project's objectives;
  • Promote strong linkages and exchange with other Peace Building initiatives and projects to ensure synergies and sharing of best practices;
  • Substantively contribute to the harnessing of effective partnerships and lead the identification and onboarding process for implementing partners;
  • Substantively contribute to project communications and visibility efforts. 
  • Make recommendations to the management team on activities with potential for scale-up, replicability and synergies; 
  • Provide technical support to the implementing partners and act as a liaison between UNDP and the partners; 
  • Support resource mobilization efforts and project development.

Facilitate knowledge and capacity building, knowledge sharing, and advocacy relevant to the assigned thematic areas:


  • Ensure project reports capture results, lessons learned and good practices for possible wider application;
  • Promote advocacy for UNDP’s work and opportunities for collaboration in addressing development trends in coordination with the project partners, stakeholders, and UNDP communications staff;

Perform other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Required Skills and Experience
Min. Academic Education
  • Advanced University Degree (master's degree or equivalent) in international relations, law, human rights, public policy management, social sciences, development cooperation, or other related fields; or 
  • A first level university degree (Bachelor’s degree equivalent ) in the related fields with additional 2 years of relevant experience will be given due consideration in lieu of the advanced university degree 

Min. years of relevant Work experience 
  • A minimum of 5 years (with master’s degree or equivalent) or 7 years (with bachelor’s degree) of professional work experience in project management in the field of governance, including Peacebuilding, conflict prevention, local governance, SDG financing, rule of law, human rights, justice, and conflict prevention is required.

Required  skills 
  • Familiarity with recent developments in the topic of peacebuilding, local development, and youth engagement

Desired skills in addition to the competencies covered in the Competencies section 


  • Prior experience working with Governmental and non-governmental sectors.
  • Previous experience in with international organizations in relevant tasks is preferable.
  • Prior experience in managing complex peace building/conflict prevention programmes and projects – including in crisis contexts.(

Required Language(s) 

Excellent command of English and Arabic is required. 


French is a plus.
