1. General Background :
The Community-Based Senior Protection Assistance (Case Management) is a member of the Protection Unit and may
report to the Associate Protection Officer, Community-Based Protection Officer, or another more senior staff member
in the Protection Unit. Under the overall direction of the Protection Unit, and in coordination with other UNHCR staff,
government, NGO partners and other stakeholders, the Senior Protection Assistant works directly with communities of
concern to identify the risks they face and to leverage their capacities to protect themselves, their families and
communities. The Senior Protection Assistant is expected to coordinate quality, timely and effective protection
responses to the needs of populations of concern (children, women, marginalized groups) in their area of
responsibility, under the guidance of the supervisor. S/he identifies opportunities to mainstream protection
methodologies and integrate protection safeguards in operational responses in all sectors and liaises externally with
partners on protection doctrine and policy as guided by the supervisor. To achieve this, the incumbent will need to
build and maintain effective interfaces with communities of concern and protection and assistance partners.
2. Purpose and Scope of Assignment:
- Through relationships with FDSP and network of partners, stay abreast of political, social, economic, and cultural
developments that have an impact on the protection environment and provide advice to the protection team.
- Understand the perspectives, capacities, needs and resources of the FDSP and advise the protection team
accordingly, highlighting the specific protection needs of women and men, children, youth and older persons,
persons with disabilities, marginalized groups.
- Implement and monitor Standard Operating Procedures (SOPs) for all protection/solutions activities. - Manage
individual protection cases through the case processing procedures including interviewing, counselling, and referring
persons of concern to relevant services.

- Support Best Interest Procedures for individual children at heightened risk and prepare Best Interests Assessment
and determination reports, when required.
- Assist in identifying and promoting durable solutions for vulnerable persons of concern.
- Support the UNHCR Protection Desk and process protection cases identified by the Registration Unit, RSD and
Resettlement Units
- Conducting protection needs assessments as part of General Protection for cases identified as per the determined
criteria;
- Strengthening the referral pathway between UNHCR and partners regarding case management to ensure the
provision of services for cases assessed:
- Support in conducting home visits and field visits as part of follow-up to vulnerable cases and to identify refugees and asylum seekers in need of assistance.
- Reviewing Protection Needs Assessments conducted by UNHCR and partners with the aim of referring high-risk cases
for consideration of durable solutions;
- Maintaining quality assurance with partners regarding assessments and other case management processes through
the reviewing process;
- Assisting with the quarterly review and report of community-hosted cases and caregiver assessments, as well as
reviewing and referring them to Durable solutions.
- Regularly report on emerging protection issues and concerns voiced by children, youth and communities and assist in
drawing reports, compiling, and preparing data for the protection unit/section.
- Assist in the analysis that identifies the capacities of communities of concern and the risks they face.
- Ensure community understanding of UNHCR's commitment to deliver on accountability and quality assurance in its
response.
- Initiate AGD-sensitive interventions at the appropriate level on community-based protection issues and to respond to
protection concerns and incidents within the office, with external interlocutors, groups and individuals based on
agreed parameters.
- Enforce compliance of implementing partners with global protection policies and standards of professional integrity
in the delivery of protection services.
- Perform other related dues as required.
3. Monitoring and Progress Controls :
The incumbent will be required to report weekly/monthly and otherwise as needed on their performance in the
following manner:
- Contributing to UNHCR’s CBP reports within the operation.
- Providing inputs to external reports.
- Creating new reporting modalities on their area of responsibility within their TORs.

In addition, the incumbent will be expected to continuously inform the office on gaps/needs within their work
maintaining contacts with key stakeholders within their work (including partners and FDSP) and reporting on emerging
needs.
Reporting dates:
The incumbent will be required to report weekly/monthly to the head of the unit.
Final Evaluation:
The final evaluation will be carried out by the Supervisor towards the end of the contract to recommend a renewal for
the following term based on budget availability.

b. Work Experience Essential
Some work experience relevant to case management in a local context and having experience in broader protection or
social work involving empowerment of women and girls, gender, child protection, mental health, counselling and
working with survivors, humanitarian and development issues. Skills and experience in interviewing and working with
children and families.
Desirable
Knowledge of UNHCR protection policies and tools including the UNHCR Best Interests Procedures Guidelines,
Guiding Principles, GBV case management standards, and the application of the Age, Gender and Diversity
Policy. Previous experience in working with operational partners.
