Lead Road Traffic
Job Purpose
The position is in charge, under supervision of the Logistics Division Manager, of all logistics road activities related to cargo transportation of the EPC Contractor(s), from monitoring the EPC Contractor in transport vehicles mobilization, to timely issuance of all required Traffic Management Plans, authorizations and permits, to coordination with Ras Laffan relevant Authorities.
The position shall interact daily with Logistics department personnel of EPC Contractors, and any other relevant third party.
The position includes a close coordination and interaction with General Department of Industrial City of Ras Laffan, and other Road Transport Authorities.
The position includes a close permanent coordination and interaction with the NFS Head of Marine Traffic to ensure the timely mobilizaztion of road transport material and equipment in accordance with the vessels’ berting schedule.
The position is also in charge, under supervision of the Logistics Division Manager, of organising, coordinating and monitoring the transport of Project personnel on and off Site, including commuting.
The position is responsible to initiate, maintain and publish regularly all relevant Key Performnce Indicators necessary to assess the best performance of the operations.
Key Accountabilities:
Develops and maintains a road cargo transportation plan and associated schedule to monitor permanently the delivery of all type of material and equipments (critical, non critical, conventional, bulk, HLO, SHLO) in coordination with the NFS Head of Marine Traffic.
Coordinates daily with the NFS Head of Marine Traffic to ensure the timely mobilisation of cargo transport equipment, in order to ease and expedite vessels’ offloading.
Maintains permanent watch on availability of road cargo transport equipment, qualitatively and quantitively, identifies and report any potential shortage of equipment or delay of mobilization.
Provides support to EPC Contractors on road cargo transport operations for all type of cargo.
Develops and maintains cordial relationships, Interfaces and coordinates as often as necessary with RLIC authorities, and NFS SHES Department to ensure all permits and authorizations are obtained timely, and assure smooth, efficient and safe road transport operations.
Organises, coordinates and monitors the daily commute of NFS Project Personnel from various locations (Doha, Al-Khor) to RLIC, including spot transportation of PMT members, and coordinates with Facilities Management Department for drivers and vehicles availability.
Maintains and adjusts the mobilization plan of the NFS Site Project Personnel vehicles.
Coordinates and monitors the usage of NFS Site Project Personnel vehicles, and interfaces with Facilities Management Department for services, maintenance, refueling and related activities, to ensure permanent availability of the equipment.
Develops and maintains all peformance indicators related to road traffic and shipments, adapt permanently the Key Performance Indicators to each phase of the project, and issues the associated dashboard.
Promotes and uphold safety, health, environmental and worker welfare performance of all logistics execution activities being implemented by the EPC Contractors.
Minimum Requirements:
Bachelor or Engineer Degree in Logistics, Freight Forwarding or equivalent proven experience in similar project and discipline.
Minimum of ten (10) years in logistics and transport operations, including special equipment.
Knowledge of and proficiency in the techniques of identifying, analyzing, and resolving transportation and logistic problems.
Demonstrates sound written and verbal communication skills with the ability to communicate at all organizational levels, in particular when at Site.
Experience with Contractors, Sub-contractors and Vendors involved in the oil and gas industry.
Demonstrate ability and sensitivity to work with people from a variety of cultural backgrounds.
Experience with worldwide Logistics and Freight Forwarding organisations.
