Role Purpose


  • Development and implementation of Health & Safety Construction Plan and assure its Compliance in all Oxagon Projects by established organisations, training & awareness, internal auditing programs allocating the required recourses, establishing required communications between Employees, Health & Safety committee & NEOM corporate and project Health & Safety Management.
  • Lead Health & Safety Management Team of Oxagon projects by advising, directing Health & Safety concerns, and implementing Health & Safety compliance monitoring systems & processes in compliance with NEOM Health & Safety Construction Plan, local and international standards to achieve goals First quartile Health & Safety performance.
  • Management of efficient Health & Safety support for Oxagon projects in all project phases for conducting Health & Safety Reviews, Risk assessments.
  • Assure management of competent, qualified experienced Health & Safety resources to support Health & Safety during Oxagon projects construction phase.
  • Manage systematic Health & Safety communication, leadership visibility and Interaction process with the project management team of Oxagon projects through workshop sessions, and senior management walkthroughs to maintain and improve the Health & Safety compliance to the optimum standards.
  • Ensure Safety in all projects is maintained and aligned with accordance to NEOM health and safety Management system and ensure proper compliance toward Health & Safety is in place from the contractor during the execution of projects 

KEY ACCOUNTABILITIES & ACTIVITIES



Key Responsibilities



Responsible for setting the standards to assess compliance against the Health & Safety construction Plan in Oxagon Projects and assuring that these standards are met. This includes validation through an audit, reviews, monitoring of agreed KPIs and effective action management and follows up. In addition, The Health & Safety Sr.  Manager has the following responsibilities:


  • Oversight of implementing the Contractors’ Health & Safety Construction plan.
  • Assure that Contractor has a robust Health & Safety Construction Plan.
  • Lead and manage Health & Safety management for the Oxagon Projects' execution from the front end to the detail design & construction phase.
  • Manage an effective Health & Safety Prequalification evaluations process for assessment of Contractors, Vendors and independent inspection agencies about Safety, health and environment to maintain a safe execution and Safe work environment in Oxagon projects.
  • Ensure conducting a competitive comparison of the bid proposals to recommend to Oxagon projects the best and most advantageous bids for the Safe, successful completion of the Project through the preparation of Execution Instructions as part of  Invitation To Bid (ITB) documents
  • Evaluate the Effectiveness’ of the Health & Safety Organization and ensure qualified Health & Safety managers and candidates are available by PMC & Contractors.
  • Ensure contractors have approved Health & Safety construction Plan, Health & Safety Audit Plan, and special procedures for critical tasks.
  • Approve PMC contractor health & safety professionals.
  • Overview of the PMC Health & Safety audit plan.
  • Plan and execute regular Health & Safety audits for the PMC & contractors.
  • Overview of implementation of the PMC H&S lessons learned and best practices.
  • Establish Proactive, innovative programs for Health & Safety that helps Oxagon in the part of Incident Prevention.
  • Identify and communicate risks that may impact the Health & Safety and technical integrity.
  • Oversight training programs to ensure all PMC contractor employees are adequately trained.
  • Ensure PMC & contractors Implement Health & Safety campaigns, Safety awareness and promotional programs for the Prevention of accidents.
  • Overview Health & Safety programs are developed & implemented by contractors, such as emergency evacuation drills, Office Safety, incident reporting and all other health & Safety requirements applicable to those projects.
  • Ensure the required Health & Safety system (related to PMC contractor scope) is in place and provide the necessary support and guidance to Engagement teams to proper Health & Safety compliance.

BACKGROUND, SKILLS & QUALIFICATIONS



Knowledge, Skills  and Experience


  • 8+ Years of experience in Health & Safety Management
  • Knowledge of Incident Investigation and Root cause analysis techniques.
  • Leadership skills
  • Demonstrated knowledge of all Safety and health standards, including construction, plant Safety, general industry, and industry standards.
  • Experience in developing Safety training and compliance programs, including the ability to conduct and facilitate training as required

Experience preparing required Health & Safety reports and demonstrated record driving safety performance improvements


  • Knowledge of loss control, risk management principles and job hazard analysis
  • Ability to apply principles of measurement and analysis to evaluate Health & Safety performance Possess good presentation skills and be able to market the benefits of quality to all stakeholders
