NEOM’s Education, Research, and Innovation (ERI) sector will both establish our education system as a flexible lifelong experience that utilizes cutting-edge, high-tech, and personalized learning capabilities, and drive the research and innovation ecosystem needed to power NEOM’s innovation economy.


Education, research, and innovation are key enablers for economic and social progress, and all residents at NEOM will have access to life-long education and training through schools, higher education institutions, and vocational training colleges. Research and innovation will likewise be promoted through university initiatives, Applied Research Institutes, Shared Research Infrastructures, and comprehensive funding programs. NEOM is focused on becoming a pre-eminent global location for establishing new technologies and associated industries. This ambition will encompass many future-facing sectors of activity spanning from education, through health and well-being, the digital world, energy, food, and water, to creative industries, tourism, and sport. It will inspire Research and Innovation (R&I) programs that are international in scope and characterized by their excellence and topicality.


The ERI Foundation (ERIF) will convene and connect innovators, entrepreneurs, researchers, service providers, academics, and students, to promote and enhance NEOM’s credentials as a global hub to drive ideas to impact. It will:


  • Drive the growth of a globally connected R&I ecosystem involving higher education, government, and industry.
  • Prioritize and fund strategic R&I programs and partnerships.
  • Establish and operate NEOM’s Applied Research Institutes and Shared Research Infrastructures.
  • Support talent attraction and training to build the necessary workforce and establish a robust research and innovation culture.
  • Promote the establishment of research and innovation services.

The Manager Research Integrity & Ethics is responsible for and will have substantial demonstrated experience in the operation of an effective research integrity and ethics environment, and establishing key oversight committees, including the Research Conduct Committee (RCC), Institutional Review Board (IRB), Institutional Animal Care and Use Committee (IACUC), and Institutional Biosafety Committee (IBC). The role is responsible for providing oversight of specialist as well as administrative support and training for research conduct, integrity, research involving humans and animals, and compliance with biohazards and other areas in the ERIF portfolio.


The Manager Research Integrity & Ethics will work closely with the Head of Research Governance to establish and maintain a healthy culture of research integrity, ethics, and compliance, compatible with the highest international standards. and will be instrumental in the ongoing development of institutional policies, processes, systems, and authorizations, including research permits, licenses, and accreditations.



KEY ACCOUNTABILITIES & ACTIVITIES



  • Take the lead in developing and continuously reviewing and adapting ERI Research & Innovation integrity and ethics processes, including policies, procedures, and administrative environments.
  • Build and manage a pro-active team providing specialist research integrity, ethics and compliance advice and secretariat/administrative support for researchers, committees, and senior management.
  • Work closely with the Head of Research Compliance to establish and maintain committees overseeing research conduct, integrity, ethics, and compliance, and ensure their operations are in accordance with their terms of reference.
  • Specifically, work closely with the Head of Research Governance on the establishment of a Research Conduct Committee (RCC), an Institutional Review Board (IRB), Institutional Animal Care and Use Committee (IACUC), and an Institutional Biosafety Committee (IBC).
  • Proactively scan the national and international regulatory environments and ensure that the required ERI R&I accreditations are in place and current.
  • As Secretary of the RCC, ensure that ERI R&I oversight activities of conduct of research, integrity, ethics, and compliance are tabled, discussed, and recorded in line with institutional record-keeping requirements.
  • Establish and maintain ongoing positive working relationships with a wide range of stakeholders enabling uptake and a healthy culture of research conduct, integrity, ethics, and compliance.
  • Manage the development and operations of a reliable framework for complaints, grievances and investigations related to the conduct of all research, ethics, and compliance in the ERI R&I portfolio and research involving external parties and collaborators.
  • Proactively scan the international environment for user-friendly, secure, and efficient administrative systems supporting research integrity, ethics, and compliance, and be instrumental in delivery, uptake, and ongoing support.
  • Identify conduct of research, integrity, ethics, and compliance training needs across ERI R&I environments and deliver and manage the training, including online and face to face.
  • Take a lead role in the reporting of institutional and regulatory requirements for data involving research conduct, integrity, ethics and compliance activities and statistics.
  • Perform other duties as agreed, including key activities needed to deliver on this role's purpose.

BACKGROUND, SKILLS & QUALIFICATIONS

  • 5+ years of experience required in research integrity and/or ethics support.
