Summary
The Operations Cost & Budgeting Lead will be the focal point who will work as a direct report of the
Senior Manager, Cost & Budgeting and will be required on a day-to-day to help drive astute business
decisions based on the thorough analysis of financial data. The Post holder will direct and coordinate
financial/budgeting activities across NEOM Operations in close coordination with the Senior Manager
Cost & Budgeting and with the various departments within the NEOM Finance organization. The role
will monitor actual performance against plans, forecasts, and collaboratively prepare annual and intermediate budgetary plans after consultation with the relevant team members and department heads. In addition, the role must be able to conduct in-depth analysis of financial trends and variances between the plan vs the actual performance using business intelligence tools, create financial dashboards and models including automation of financial management reporting. The role will also establish and implement controls and verifications for financial data
Key Accountabilities and Responsibilities
- Serves as the team lead for to consolidate and analyze all budget activities (i.e., Budget & Cost
Planning, accruals, forecasts, management accounts, and variance analysis)
- Develop business intelligence tools and controls to resolve accounting discrepancies and other
financial problems/issues.
- Support in the preparation of the monthly management accounts in coordination with Finance and
must be able to present to the NEOM Operations Executive Management leadership as required.
- Serve as the primary interface for the annual NEOM Operations budget preparation process.
- Consolidate the budget updates from all the departments within NEOM Operations and critically
examine them for correctness, accuracy and completeness, and conformance with established procedures.
- Critically examine the financial data being reported in SAP and Deliver training on financial systems and models.
- Assess previous budgetary iterations and take into consideration the benefits and losses occurred during the previous financial years, due to budget planning.
- Suggest suitable amendments to the budget as required.
- Performing qualitative and quantitative analysis to facilitate the consolidation data for budget
presentation and for providing an overview of the financial status of all the operations.
- Rendering financial advice to the management officials of different operations, to enable proper
financial planning and decision making.
- Analyzing actual results to budgets and forecasts and therefore perform required variance analysis.
- Monitoring the budget throughout the year to help measure financial and operational
performance.
- Preparing detailed reports pertaining to discrepancies and amendments that occurred in the
budget, during the entire financial year.
- Perform cost benefit analysis, studying financial requests and research for alternative and
reasonable funding methods for the organization.
- Preparing business plans and making the necessary update of the plan according to any material
changes in the business or the regulations which may affect forecasts.
- Responsible for the development of all applicable budgetary reporting.
- Analyze business operations, trends, costs, revenues, financial commitments, and obligations, to project expenses, revenue (as applicable) or to provide advice.
- Engage with internal and external stakeholders in regards financial audits
- Monitor and ensure financial controls of NEOM are being adhered to
Knowledge and Experience
- Eight (8) to 12 years of experience in Finance and Budgeting.
- Great understanding of Financial and accounting principles
- Understanding of International Financial Reporting Standards (IFRS)
- Highly skilled in dealing with financial and numeric data.
- Advance skills in use of Excel/PowerPoint and automation of systems.
- Excellent verbal communication skills
- Excellent organizational skills, with high attention to detail and ability to function independently and take initiative.
- Ability to multi-task in a fast-paced environment.
- Excellent time management, prioritization, and efficiency skills.
- Strong data collection and reporting skills.
- Direct and indirect management experience of manpower.
Qualifications
- A bachelor’s degree in Finance, Accounting, or a related field.
- Master’s in accounting or Masters in Business Administration is highly preferred
- Previous accounting experience in a multinational environment
- Previous SAP experience, preference for those with ERP implementation experience
- Chartered Institute of Management Accountant accreditation a plus
