Role Purpose
The PMO Manager will be responsible to set-up and manage the SPM (Strategic Portfolio Management) capability within Technology and Science by organizing the different programs and the activities of program managers falling under it, and covering several verticals (Infrastructure, Digital Strategy, Architecture, Cognitive Cities, Cybersecurity). He would also play the role of the Demand Manager, by approving and refusing requests which may lead to a change or to the establishment of a project.
In general, he should have a mixed technical/business background widely developed along the whole technology stack and spanning along different domains (such as technology, aerospace, fintech) combined with good judgement, so to be able to contribute to the digital transformation of OXAGON enabling a lean, agile process which will effectively support all internal stakeholders, allowing OXAGON’s continuous enrichment of new digital products and services.
Hence, he will also be responsible of putting in place governance (steering committee, meetings, boards, etc.) that allow decision making and information sharing on strategic projects and financial monitoring fostering collaboration with key internal partners and external vendors.
KEY ACCOUNTABILITIES & ACTIVITIES
Core Mandate
- Defines State-of-the-art business and portfolio management processes
- Creates, reviews, and executes program Statements of Work, Procurement Orders and other Procurement related documents.
- Supports Program Managers in the negotiation of contracts, contract changes, specifications, operating budgets, schedule milestones, and key terms and conditions
- Interfaces with engineering, product, operations, and software teams to meet cost, schedule, and technical performance objectives and generate and update the IT roadmap
- Delivers presentations to customers and internal stakeholders
- Identifies, delegates, tracks, and completes program requirements while measuring and reporting program performances.
- Proactively leads risk and opportunity management practices,
- Ensures compliance with all internal and customer-mandated processes, policies, and relevant industry standards.
- Implements and monitors governance procedures required by Oxagon and NEOM.
- Closely monitors and manages the budget and spends and collaborate with IT Administrative Assistant to update on costs (for headcount budget, accruals and so on).
- Participates in planning the strategy for the IT Production cluster leveraging proper tools (ServiceNow! SPM module) and MS Planner.
- Animates, supports and monitors the deployment plan of projects, processes, tools and procedures.
- Works with local program and project managers on project planning, implementation, onboarding and road maps for teams.
- Provides detailed updates to management board and other business stakeholders, incl. dashboards.
- Assists in implementing elements of agile work methods.
- Assists the Head of Change Management and Digital Transformation to steer Change Management Boards.
- Establishes and coordinates Change Requests and Demands for the upcoming project phases.
- Receives and follows-up incoming new business requirements from the customer and coordinates them with Business Analysts for the definition of features/BRDs.
- Identifies opportunities to improve current processes and acts as a champion for change.
