The phase current should go beyond 20A based on the above given details. If the 40A fuse has failed means may be there is failure in one of the capacitor bank or the inrush current is high.

I would suggest you to follow ANSI/NETA standards Section7..1 thru7..3.2. This covers all the visual and electrical tests to be performed to determine the integrity of the Capacitor/Reactor. If you need I can provide in PDF format, this section. Simple tests are Discharge time and winding resistance plus Ohms values to be as per manufacturer specifications. In the absence of manufacturer specifications, we can follow NETA guide lines.
