How to program one Push Button switch IN PLC to ON An output on the first push and OFF it in the second push?

You are missing the basic fundamentals of PLC programming.

Your scan cycle is from the top to the bottom, so must consider what is happening in each cycle.

It is a very simple program just two rungs.

Use Ladder Logic and make Set/Reset Flipflop circuit....

U can program it by latching memory bit in first step.on second push it will reset the all function
