Every Thing Is an IT Skill ( The More Information The More Proficient ) , AUTO CAD is  very Important at the field of engineering ( All Fields like mechanical CNC , Architecture , Electronics etc ) , and not engineering field only , So If I work in A company that use AUTO CAD and I don't Know How to use or some good Knowledge a bout AUTO CAD or3D MAX , How can I deal with the Interfaces between the computer , or the program through  the Interface to other machines like CNC or Plotters  Or Printers etc To give The best quality , And How Can I deal With Output renders If I don't Understand The requirements of AUTOCAD Software from Devices and Drivers and RAM and Processor Strength To make The Highest Render Quality with the Fastest and Easiest way

Yes, it is an IT skill used for designing and drafting.

Well it depends on what company/role position you are trying to apply:

*If applying for an IT related position i would put it under IT skills

* If applying for a core Mechanical job u would be better off putting if under core competencies.

The bottom line is: you know both Mechanical engineering & expressing it in terms of a program- just find a way to put forth this advantage in front of the interviewers.
