2. what is the size of your organization.
3. what exactly the roles you are looking for in deploying a new firewall.
the firewall software based is good from the cost perspective such as Linux firewall but you need to be have the skill that let you manage it. there is a alternative option such as Untangle is GUI but you need to subscribe per module.
firewall based software is not bad option because you have the same functionality of a firewall appliance with low cost.
hardware firewall is in most cases expensive such as fortigate, F5. but have more capability than the software based firewall. for example in fortigate you can purchase another device called forti analyzer that collect the information form many firewalls deployed in your network and give you a real view about what exactly happen within you network.
now the firewall become unified threat management that have beside the firewall capability, IPS, IDS, antivirus. DLP ...etc.

Hardware Firewall is better where it is difficult to attack it,
HW firewall is always better due to its dedicated inspection engine for analyzing the traffic futher it works upto layer 7 and can also perform IPS fucntion in the same box, currently Cisco is offering ASA with firepower module that can be considered for edge security
Hardware firewall is preferable over software, as it offers one extra layer of protection to itself, i.e. reaching the firewall physically in a enclosure in some cases is required to tamper with security, hardware firewalls will give another step of security in this manner.
Hareware firewall, its very easy to do the deployment just configuring the LAN and WAN settings. All the UTM is desinged as per ites won specification, according to that we choose the right model.
