The excess of loss reinsurance treaty program is always arranged in layers such as first excess loss ,2nd ex.loss layer and3rd excess loss layer.

the working layer is the first layer as losses and claims are transfers to this layer's reinsurers immediately after the direct insurance company  retention  , hence it works and operates in almost all claims that exceeding the ceding company's retention .

the sleepy easy layer is a third layer which has a less exposure to losses and/or claims calls or payments because  all small losses does not reach it , as they are absorbed by the first and second layers. That is to say only substantial losses affected the third layer and due to this fact the third excess loss layer sometimes called the sleepy easy.
