How is the correct procedure ? For foreign workers who were employed in the UAE , to whom were paid for work permit and residence permit ?

I have several times received a job offer , a contract of employment has even sent via Email ( Bunduq Oil , BP Oil , Dubai Oil , Weir Oil , etc. ) but I am required to transfer some money to the cost of a residence permit and work permit fee . How is whether it really such a procedure?
