DR sites usually have limited Capacity and limited number of days to run on DR, this all depends on Cost.
Business Continuity DR is part of complete strategic plan that is usually prepared by Organizations to sustain the business and make sure all essential functions to run the business are available including ( People , New Offices , Cash , Labor , Systems , Connectivity , PC's , Laptops and Printers ... etc ).

In almost all cases, utilizing an externally managed service to accomplish DR or BC will result in lower costs and usually higher performance – less waiting time at a lower cost.
Also, we can say that Disaster recovery is a subset, a small part of overall business continuity. It is the process of saving data with the sole purpose of being able to recover it in the event of a disaster. Disasters in IT range from minor to major: the minor loss of an important set of data to the major loss of an entire data center, though recovery of the corporate database may take the same herculean effort as the reconstruction of the company’s infrastructure.
The production DC located in the work place and it is facilitate daily works, so it is much faster, higher dynamic and it save works on spot. While the recovery DC is located outside the work place & the main objective is to backup information and being a restore point in case of disruption, it may start the backup on spot but usually backup is scheduled after working hours.
I think is business objective dependent.
