Can a FM/Head of finance partly controll the sales ( in order to achieve the overall budget ) once he receive a sales budget from sales dep?

Yes..why not ..one should be capable of taking intiatives when comes to his/her company working for.The FM should have knowledge to analyse the budget throughly and should utilise sales talent available for assistance.
