Is the employee who always works more than normal (until the evening in addition to the weekend) considered "highly productive"?

I meet people from this type have many problems and duties, and they wast a long time during the day in chatting, meetings, going outside and kidding.Although they stay until late hours and weekend disturbance.

In my opinion, this is not a positive indication while it is a psychological problem. what do you think?
