In which scope management process is the scope management plan prepared?

Any plan needs to be a first step in the process. Scope management plan has to be the first step in scope management process - It comes under planning process.

It normaly gets under Planning, but I prefer it during engineering phase. So you can influence certain procedures and let the experts impliment it for you.
