Incentive to sales people should be classified as Selling Expenses or Employees' Salaries and other Benefits?

According to me it is a Other Benefits to Empplyee. 

Yes there are companies who's giving that agreement benefit...because that was legal system if both agrees the outcome is there will be both earnings beside that was the game of business selling.
