Job Description

Goals


Preparing an integrated strategic plan for managing information technology, systems security, planning applications, networks and technical capabilities to meet the department’s needs and supervising its implementation. 



Roles and Responsibilities


1.    He prepares, develops, and supervises the development of the digital strategy of the department and its affiliated institutions in line with the department’s strategy and the best international and leading institutions, and supervises its implementation and sustainability.


2.    He supervises the preparation and development of operational plans, objectives and performance measures for organizational units in the department and ensures that they are completed efficiently, effectively and according to the specified time.


3.    It directs and provides a high level of strategic management in the field of digital transformation, and provides support, advice and direction for activities related to digital transformation.


4.    To prepare, manage and direct all department heads in the administration to translate the strategic objectives into annual executive plans and ensure the completion and implementation of these plans appropriately.


5.    Contributes to achieving the vision, mission, and goals of the department through preparing, applying, and reviewing methodologies, policies, and regulations related to digital transformation management.


6.    Develops systems and procedures for managing digital transformation and updates internal control methods with the required accuracy and efficiency.


7.    He reviews and approves work procedures and methods, performance indicators, and quality related to management processes, and develops the necessary proposals to improve the work and submits them to the executive director of the sector for approval and action.


8.    He supervises the development and ensuring the implementation of the comprehensive plan for the information security program so that it supports the department’s strategic plan, including the requirements for maintaining a secure and reliable information technology infrastructure that ensures the confidentiality and integrity of data and provides important information and systems that support the department’s operations.


9.    He supervises the strengthening of the department’s leadership position by supervising the use of modern and emerging technologies and technical ideas in the department’s scope of work includes real estate transaction systems.


10.    He supervises the preparation, development and design of institutional architecture and ensuring the sustainability of infrastructure, smart solution platforms, artificial intelligence applications and optimal performance of services in accordance with institutional and governmental directions.     


11.    Supervises the development of policies, standards, quality frameworks, technology governance, and technical specifications required to design and develop smart solutions, artificial intelligence applications, programs, and technical systems, and follows up and ensures their implementation.


12.    Supervises the preparation, maintenance, monitoring and improvement of the security of the infrastructure, information systems and applications used in the department.


13.    He plans and supervises the implementation of smart services projects and information systems and their modifications in the department and its affiliated institutions and ensuring compliance with the requirements and performance indicators of approved projects.


14.    He supervises the planning and design of integration requirements between systems and applications and supervises their implementation to ensure continuity of integration
and optimal utilization of technical resources.


15.    He supervises the provision of support and consultations to all users from the department and its affiliated institutions to ensure the provision of computers, computer applications and software, and related devices such as scanners.


16.    He supervises monitoring the performance of networks and central devices around the clock (24/7) and ensures they work efficiently.


17.    Contributes to forecasting trends, long-term management planning, implementing long-range plans, and using inputs and ideas Innovative and unconventional in solving problems related to information technology.


18.    He supervises the evaluation of the effectiveness of technical solutions provided by suppliers and approves the appropriate technologies for the department’s work. He also determines the resources required to plan and implement these solutions, discusses requirements with various organizational units and provides suggestions and recommendations about these solutions.


19.    Supervises the review and evaluation of hardware and software purchase offers.



20.    He supervises the development of programs that promote continuous learning, development, training and motivation of management staff to ensure the provision of services at the highest level.


21.    He strengthens relations, supervises the implementation of the latest applications and systems, and sets standards in the field of information technology in accordance with international best practices.


22.    He supervises the operation, maintenance, development, and evaluation of information systems and information technology programs, database management, the electronic portal, and the department’s internal network.


23.    He supervises the identification of requirements for programs and technical systems, works to develop them, and enhances electronic connectivity operations in accordance with Dubai Authority requirements and the company’s strategy.


24.    He supervises and ensures the readiness and security of all technical devices and operating systems, addresses security vulnerabilities, monitors breaches related to electronic security, and provides the necessary recommendations.


25.    Generally supervises, audits and reviews systems and practices to ensure compliance with relevant procedures, controls and standards.


26.    Supervises the preparation of the annual operational budget related to IT work activities and projects and provides financial guidance departments in coordination with the Financial Department.


27.    Supervises financial control methods related to technical expenses.


28.    Supervises and manages the Security Operations Centre.


29.    Supervises the implementation of technical and operational policies and procedures related to digital information security systems and the Information Security System (ISR).


30.    Supervises the preparation of periodic reports and specialized studies on the latest developments in information technology.


31.    He supervises the management and provision of technical support and assistance services and the management of requests for equipment, supplies, systems and internal programs for all sectors of the department.


32.    Management of all technical projects of the concerned departments efficiently and effectively, ensuring the readiness, safety and security of all technical devices and operating systems and following up on their performance.


33.    Performs any other responsibilities related to this job and delegated to him by the Sector Executive Director.
