 JOB PURPOSE:


Supervise and participate in the implementation of the Health, Safety and Environment Management System, to ensure adherence to Company's established HSE guidelines, standards, and codes of practice. Deliver HSE support to operations team in accordance with all applicable Adnoc Offshore HSE policies, procedures, codes of practice, and international standards. Promote awareness of site personnel to HSE. Investigate incidents / accidents in addition to inspect, test and maintain fire and safety protection systems/equipment and lifesaving appliances.


KEY ACCOUNTABILITIES:


Job Specific Accountabilities 


  • Perform Safety and fire watch activities and ensure compliance with the safety requirements during normal & critical activities. Supervise a team of Technicians in performing the required maintenance for site’s Firefighting and lifesaving equipment.
  • Perform inspection and preventive maintenance on the various types of fire, safety and lifesaving equipment that includes complete checks, servicing, repairing, and supervising contracted assistants while undertaking maintenance work to ensure all the safety conditions and requirements are implemented.
  • Conduct periodical inspection on fixed extinguishing systems (NOVEC, Halon, CO2, deluges, sprinklers, water, foam, and dry powder), inspect, test, and maintain fire hoses, hydrants, monitors, isolation valves and couplings.
  • Ensure all safety requirements & conditions are implemented prior and during hot works and critical / high risk activities such as hot tapping, vessel entries, pigging operations, structure repairs, pipelines / plant modification, gas tests (combustibles, toxic & O2) etc.
  •  Assist in practical training on the use of fire, safety & lifesaving equipment & prepare the breathing apparatus / escape sets ready for training & use.
  • Carry out other or similar related duties as directed by HSE Team Leader/ Fire Senior Officer (FSO) in addition to maintaining the fire and safety workshop and stores.
  • Carry out administrative duties such as filling pre-designed forms and reports on fire/safety equipment maintenance, inspection, testing and inventory.
  •  Maintain and control daily HSE practices with regular checks of work sites, ensure that hazards are identified, precautionary measures are taken and advice trades Supervisors on HSE matters.
  • Monitor and control implementation of all procedures related to the maintenance and effectiveness of safety, lifesaving and emergency equipment and inspect work activities and equipment to ensure correct operation and that procedures are implemented. Ensure that effective records are kept and updated for all equipment under his control.
  • Ensure that Health, Safety and Environmental programs and procedures are communicated and understood by all on-site personnel and participate in giving lectures and talks on such activities during scheduled interdepartmental HSE Meetings.
  • Conduct frequent audits and inspections to ensure the effectiveness of HSE programs on critical operations/equipment and procedures at assigned location present recommendations for improvement and follow-up their implementation. Prepare the related periodic reports for critical procedures, highlighting and analysing problem areas and recommending preventive measures.
  • Promote Waste Management programs for collection, storage, transportation, and disposal of hazardous and non-hazardous waste.
  • Support and facilitate onsite rollout and implementation of planned HSE programs and campaigns.
  • Participate in development/review of JSA’s & other risk management program to assess and control hazards associated with day-to-day operations and activities. Generic Accountabilities Supervision  Plan, supervise and coordinate all activities in the assigned area to meet functional objectives.
  • Train and develop the assigned staff on relevant skills to enable them to become proficient on the job and deliver the respective section objectives. Budgets.
  • Provide input for preparation of the Section / Department budgets and assist in the implementation of the approved Budget and work plans to deliver Section objectives.  Investigate and highlight any significant variances to support effective performance and cost control Policies, Systems, Processes & Procedures.
  • Implement approved Section / Department policies, processes, systems, standards and procedures in order to support execution of the Section’s / Department work programs in line with Company and International standards. Performance Management.
  • Contribute to the achievement of the approved Performance Objectives for the Section / Department in line with the Company Performance framework. Innovation and Continuous Improvement.
  • Design and implement new tools and techniques to improve the quality and efficiency of operational processes.
  • Identify improvements in internal processes against best practices in pursuit of greater efficiency in line with ISO standards in order to define intelligent solutions for issues confronting the function.

Health, Safety, Environment (HSE) and Sustainability


  • Comply with relevant HSE policies, procedures & controls and applicable legislation and sustainability guidelines in line with international standards, best practices and ADNOC Code of Practices. Reports
  • Provide inputs to prepare Section MIS and progress reports for Company Management.

COMMUNICATIONS & WORKING RELATIONSHIPS:


Internal


  • Frequent communication with site SPVR and their teams. External
  • Occasionally communicate with HQ, Vendors, or Service Providers.

QUALIFICATIONS, EXPERIENCE, KNOWLEDGE & SKILLS:


Minimum Qualification


  • Completion of Secondary technical education (12 years) or equivalent, plus Safety specialized diploma (2 years) or higher. Minimum Experience & Knowledge & Skills
  • 5-6 years practical experience in operation and maintenance of fire management and lifesaving activities in offshore oil/gas production or oil marine tankers companies’ using modern firefighting/lifesaving methods and all related equipment & gas detection, oil spills, dynamic firefighting assessments and, training of emergency response teams on basic entitlements linked to this post.
  • English language proficiency.
