Whether you are visiting or have just moved to work in the UAE, it is advisable to purchase a SIM card from a local carrier as overseas roaming charges from your home provider can potentially be very high. Visitors with cell phones should have no problem roaming in Abu Dhabi; you can save money by buying a local SIM card from Etisalat (Emirates Telecommunications Corporation) (www.etisalat.ae). Be sure to bring along your passport to register the SIM card and get it activated. Please note: UAE has a GSM network for cellphones. If you have a CDMA handset you will need to purchase a new handset upon arrival to UAE.
The Etisalat mobile SIM card for the United Arab Emirates offers:

All Domestic rates are billed on a per minute basis. All incoming calls as well as SMS, regardless of where they originate are FREE when using your SIM Card for United Arab Emirates.
Rates are based on per-minute charges but are charged by the second.
Your minutes usually expire within a period of 30 days but your SIM card would still be valid for a whole year and you can still receive calls and SMS. After a period of a year you are required to renew your SIM card for a $30 fee. Your United Arab Emirates SIM card can be renewed by dialling 101 then pressing send and following the instruction.
How to activate your SIM Card
Upon arrival in the United Arab Emirates, detach the SIM card from its plastic package and insert it into your phone. Follow the instructions on your cell phone manual if you have trouble inserting your SIM. Turn on your phone and wait for it to connect to the network. The network name will be displayed on you screen. You can then start making calls. After you arrive in the United Arab Emirates if you have any questions about how to use SIM card, dial 101.
How to Recharge your SIM card account
Your UAE SIM Card comes with approximately 50 minutes of local calls. When you need to add credits (minutes) to your account, you will need to purchase a "Recharge Card"(scratch-card). You can find these scratch cards near the cash register in gas stations, newspaper stands or tobacco shops. To recharge your account your account, dial 120 and press send then follow the instructions to input the 14-digits reload code.
To check your account balance, dial 121 then press send and your remaining balance will appear on your cell phone screen.
To activate your voicemail, dial 125 then press send and follow the instructions to set up the service.
Emergency Numbers dial 999 or 112 press send (free of charge)

The telecommunications company du has launched a mobile phone product aimed at visitors to UAE. The Visitor Mobile Line service offers a SIM card and a host of services including pay-by-the-second calls, video calls, video mail, mobile TV, and mobile broadband. The service is priced at 70 dirham and includes a 20-dirham credit. It's available from du shops and authorized dealers but do keep in mind you will need to bring your passport along to register it in your name.
The Visitor Mobile Line is valid for 90 days from the date of the first call. After 90 days, you will have 275 days grace period to renew your subscription. No outgoing calls are allowed during the first 30 days of the grace period but you can still receive calls and SMS. In the remainder of the grace period, you will not be allowed to make or receive calls and SMS.
There is no activation fee for all voice calls, SMS, MMS and data services.
In order to be able to use video calls you need a video call capable device within 3G network coverage.
International Direct Dial Calls (IDD)
All outgoing international voice calls you make from the UAE are charged by the second; for details on international call charges, call Customer Care on 155.
“Me & Mine” International call charges are only applicable when you register your two preferred international numbers with us. You can do this by calling Self-care on 135.
