If you are residing or working in Qatar, you are required to carry a valid Qatar driving license; but if you are only visiting, you are then permitted to use either your national driving license only for seven days from your date of arrival to Qatar or an international driving license that is usually valid for a period of 6 months from the date of arrival to the country.
