BACKGROUND
NORC at the University of Chicago is one of the largest and most highly respected social research organizations pursuing high quality social science research both in the U.S. and internationally.

NORC is seeking several Specialists for a large USAID Monitoring and Evaluation Support Project who will be full-time over a 5 year period based in Amman, Jordan. The Project will design and implement a user-friendly comprehensive performance measurement, planning, monitoring and evaluation (M&E), and reporting system and provide technical guidance in M&E to USAID/Jordan and its implementing partners. All individuals should have excellent Arabic language skills and strong English language skills. Jordanian nationals are preferred.

FIELD STAFF/TECHNICAL EXPERTS
Field staff will provide support to USAID projects and the USAID mission in M&E activities such as developing M&E plans, defining indicators, and collecting and reviewing monitoring data. S/he may contribute to performance and impact evaluations through questionnaire development, key informant in-depth interviewing, managing survey data collections, reviewing data, preparing datasets, analyzing quantitative or qualitative data, and report writing. Field staff must have strong grounding in monitoring and performance or impact evaluation, as well as familiarity with one or more of the following sectors: family planning, education, democratic governance, water, energy and economic growth programs.

Qualifications
University degree in sociology, economics, political science, public policy, or other relevant field; five years of work experience in M&E, preferably on a USAID project.

ICT DATA ENTRY SPECIALIST
The Information and Computer Technology (ICT) Data Entry Specialist will be responsible for creating and maintaining all databases related to the monitoring and evaluation of USAID programs. This may include developing a single online data repository to store monitoring and Geographic Information System (GIS) information.

Qualifications
University degree in information technology or related field; five years of experience creating and maintaining databases; experience creating online databases.

GENDER SPECIALIST
The Gender Specialist will be responsible for working with development project implementers and USAID staff to ensure that USAID M&E in Jordan reflects gender equality and female empowerment objectives and results. S/he will also be responsible for identifying and highlighting gender-based constraints and issues related to all monitoring and evaluation support activities.

Qualifications
University degree in sociology, gender studies, or related field; five years of experience working on women’s empowerment, gender equality or other gender-related initiatives, preferably on a USAID project; familiarity with M&E.

FINANCIAL OFFICER
The Financial Officer will be responsible for managing the budget and accounting for all project funds according to USAID rules and regulations and NORC procedures. S/he will produce estimated monthly advance requirements for the project, account for all funds on a daily basis, produce monthly expense reports and supporting documentation, reconcile bank statements, assist with the procurement and inventory of project equipment and other duties as required.

Qualifications

The focus of this quantitative and qualitative research study will be on Arab women, Arab men, and health care professionals’ perspectives of and experience with breast cancer screening.

The Research Project Manager will be responsible for managing the study’s research activities, which include but not limited to post-award research activities, dealing with sponsor funding agency (QNRF) for approval of changes to award grants, data collection, data analysis, dissemination of the research results, and assisting with the writing of proposals for future projects. Nvivo and SPSS software will be used for data analysis. Dissemination of the research results will include presentations at conferences and publications in international academic journals.
