PROPOSALS MANAGER
Qatar Engineering and Construction Co. W.L.L (QCon)

Responsibilities:

To manage bid preparation, co-ordination with Engineering, Procurement, subcontractors and other discipline Engineers. Responsible for the review of bid preparation process from time to time, and submission of bids within the time-frame.

• Assign work to the proposals engineers and estimators and monitor their output.
• Co-ordinate floating of materials enquiries with procurement.
• Co-ordinate floating of subcontract enquiries with procurement.
• Prepare tender preparation schedules.
• Monitor tender preparation progress.
• Review tender terms and conditions.
• Prepare correspondence to customers - technical and commercial clarifications
• Prepare all aspects of execution plans, coordinating inputs of other departments (e.g. Operations, Safety, QA/QC, Contracts, Project Controls, Insurance, Finance)
• Co-ordinate tender compilation and proof-read all contents
• Conduct risk reviews
• Conduct detailed reviews of work content, BoQs
• Conduct detailed pricing reviews
• Co-ordinate preparation of cash flows. Arrange bank support letters
• Co-ordinate technical and commercial clarifications after tender submission.
• Conduct price negotiations
• Check letters of award for correctness
• Check awarded terms and conditions
• Hand over awarded projects to Operations Dept.
• Managing the proposals process -
• Recording all bids in progress
• Monitoring and following up on submitted tenders
• Following up on tenders awarded to others for lessons learned
• Establishing and updating cost and productivity database
• Conducting analysis of estimates, awarded and executed budgets
• Establish control procedures, standards and complete the assigned tasks within the stipulated time frame.
• Establish, develop and maintain a well co-ordinated and efficient organisational structure.
• Manage and lead the activities of all personnel assigned to the Proposals Department, including recruitment; performance and remuneration management; training and development; work allocation and utilisation.
• Ensure the department activities are performed safely, productively, in the most efficient and cost effective manner, in close cooperation with relevant departments.
• Exercise authority at the level determined by management for the position.
• Establish for the departments short-term and long-term objectives in accordance with business strategy and plans, set measurable department and individual standards and targets, and manage the operations for the achievement of all objectives and targets.
• Develop and maintain harmonious working relationship between subordinates and superiors.
• Appropriately assign and delegate the work to subordinates in order to get better results.

Skills

Experience:

Estimation and tendering experience in the Oil & Gas Industry with demonstrated track record of successful construction bids of large size multi-discipline projects, including field experience in engineering, construction and project management.

10 to 15 years estimation experience in construction industry especially in the Oil & Gas Industry. Power projects, petrochemical and fertilizer plants. Plant shutdowns etc.

Education

Graduate in Mechanical Engineering.
