Job Description

Position Overview:

Performs a variety of highly visible, complex, and valuable consulting services in support of the Parsons Projects and business development pursuits.
Focuses on providing added value to Parsons' pursuits and projects with IT solutions and offerings.
Provides IT qualifications, staffing, experience, and technical solutions as part of Parsons Proposal content.
Upon Project award, works on the initial mobilization activities of large projects.
This position requires the ability to engage and build positive internal and external client relationships while managing multiple initiatives, often with competing priorities.

Specific Responsibilities:

Provides technical delivery to support Parsons Responses to RFIs, RFQs, and RFPs (Request for Information, qualifications, and proposals).
Leads the design, development, and delivery of technical solutions to projects. Provides assistance to the Parsons Project Manager and other leaders by identifying the infrastructure and applications requirements of a project.
Represents the Parsons IS enterprise application and services in support of Parsons Operation and
clients needs.
Provides subject matter expertise to advise projects on solutions selection.
Responsible for personal engagement in proposal & business development support outlining technology solutions.
Responsible for customer relationship management and working with business leaders, including Executives and Major Program Leads.
Acts as IT Manager for startup project as part of mobilization and work with project management to
recruit and backfill the permanent IT Delivery Manager position.
Produces marketing & proposal materials to represent IT capabilities for sales support purposes.
Ensures the delivery of support services necessary for a projects successful execution while also promoting standardization of applications and systems to the extent possible.
Helps identify business needs, propose solutions, prepare budgets and schedules, and coordinates resource identification with leveraged team leaders.
Proactively develops relationships, identifies opportunities to add value, engages team members as needed, and ensures delivery through the Parsons IS Operations teams and Project Management Office.
Analyzes business needs, recommends solutions, facilitates solution delivery, and works with the project teams to ensure Parsons’ ability to meet client deliverables.
Ability to work autonomously on various assignments and projects combined with the discernment to know when to approach issues from a team and customer perspective.
Must possess excellent IT Project Management and Client-Facing skills. Knowledge of PMI based
project management methodologies.
Must have extensive knowledge of both Parsons Business needs and technology tools used in the
industry.
Knowledge and experience with a wide variety of computer, communications, and applications
technologies and tools in the engineering and construction industry.
Understanding of business processes used in the industry and at Parsons.
Enthusiasm for learning new technologies and finding better solutions.
Excellent analytical, problem solving, decision making, and crisis control skills.
Knowledge of Parsons IS (a leveraged IS delivery model), organization, standards, best practices, and subject matter experts.
Flexibility of work environment, ability to work independently, and comfortable with rapid change.
Extensive scoping, estimating, and scheduling experience.
Effective writing, negotiation, and consensus building skills
Perfoms special business assignmements
Business travel will be required from time to time
Must have the ability to handle confidential information.

Skills

Qualifications:

4-year degree in Computer Science (or related curriculum)
At least 10+ years of progressive experience, including IT project management experience and data center experience.
Previous experience in the engineering and construction industry preferred.
Written and oral English communication skills appropriate for the position, including the ability to speak with authority on technical issues in various professional settings and to persuade listeners regarding best approach to resolving user's problem (may include communication via telephone, in
person, presenting to large groups, community events).
Ability to write complex documents (may include policies and procedures and presentations).
Communicates with a wide variety of individuals (employees and all levels of management) throughout the organization and outside of the organization (i.e. clients, vendors).

Education

4 years Bachelors Degree in Computer Science or related field
