Head of Planning and Development

Job Description

Responsible for planning, design and development of the end-to-end network comprising:

• Core IP and switching networks
• Radio access networks (CDMA, WiMAX and any other future technologies)
• Wireless and wireline transmission network
• Intelligent Network and Value Added Services
• Infrastructure to support the above network domains

Responsible for developing and nurturing highly skilled engineers to become the center of expertise within the technology division and providing transferring technical knowledge throughout the division.
Major Duties & Responsibilities:

• Assume the overall responsibility for Network Planning and development department and help meet the objectives of the business and the Technology Division for the area of responsibility
• Define strategy and plan for the Network Planning and Development department to achieve set objectives
• Responsible for developing short, mid and long term technology strategy to meet companies short, mid and long term business plan
• Organise the department to deliver agreed KPIs with external functions and internal departments in the most efficient manner
• Responsible for the recruitment, supervision, appraisal, induction, development and performance management of staff working in the Technology PMO department.
• Develop and refine working level processes to manage tasks in the most efficient manner
• Responsible for overall network design; maintain up-to-date documentation reflecting the current networks (both HLD and LLD)
• Continuous optimization planning of the network
• Provide 2nd line support to Network Operations department
• Establish clearly defined communication with commercial functions of the business and act as single point of contact for all existing and new products and services
• Terminals, devices and UIM testing and evaluation
• Management of RFI, RFQ and RFPprocess
• Vendor management
• Assist in annual CAPEX & OPEX planning
Minor Duties & Responsibilities:
• Adhere to all the standards, policies and procedures of the company
• Responsible for personal learning and development, to support the learning and development of within the organization.
• Establishing the Society's health and safety policy and procedures ensuring that all practices and procedures are undertaken in accordance with a healthy and safe working environment

Skills

• Minimum 8 years experience in telecommunications with at least 3 years at senior level.
• Minimum 3 years experience of planning & design of telecommunications networks
• Experience in wireless telecommunications networks and technologies
• Experience of Packet and Circuit switched technologies
• Experience of IN & VAS technologies and solutions
• A good understanding of end-to-end network architecture
• Good documentation skills
• Good communication skills
Preferred:
• Formal industry certification in either IP networking, RF or Core Switching discipline
• Experience of products and services development or working closely with commercial business functions

Education

Degree level in any engineering or computing discipline (preferably in Telecommunications)
