    Job Description

    •To lead, direct, and coordinate all administrative, contractual and operational aspects of the procurement department.

    •To use excellent customer service skills, establish and maintain effective working relationships with other staff, vendors, and service providers.

    •To facilitate team meetings, prepare supporting documentation, conduct market research, develop market analysis and assist with strategy development.

    •To advise and assist other business units in purchasing and contract procedures.

    •To review and evaluate competitive proposals, and make recommendation for obtaining the necessary approvals and contract awarding.

    •To measure the vendors and service providers performance and implement debarment
    proceedings on vendors and service providers not meeting performance requirements.

    •To process the settlement of all premises, staff, and other operating expenses except payroll related.


    •To handle the responsibility of researching into market for new supplier, follow market trends, liaise with suppliers, negotiate prices, review tenders, and follow up with suppliers on delivery times.

    • To ensure that maintenance/service contracts and lease agreements are properly in place and the necessary approvals are obtained on time as per the Bank’s outlined policies.

    • To follow the Bank’s procurement policy and adhere to its requirements and the process that needs to take place when procuring services and products from external vendors.

    • To be in charge of processing the Bank’s Local Purchase Order (LPO) issued to Bank’s vendors and service providers.

    • To be in charge of reviewing and processing all expenditures in accordance with the Bank’s outlined Corporate Policy Manual.

    • To assist in ensuring that all Saudi and GCC branches assets are fully insured against possible loss, including losses arising from theft, fraud, infidelity, computer crime, public liability, etc.

    • To handle the responsibility of the entire Bank’s procurement requirements such as IT, premises, maintenance, stationery, fixed assets, and accounts payable.

    • To review maintenance/ service contracts and lease agreements, and negotiate better terms and conditions and lower prices whenever possible.

    • To ensure that the branches assets are properly booked in coordination with Accounts Department and the physical inventory of the branches assets is taken in accordance with the Bank's outlined policies.

    • To ensure that all procurements are within the Bank’s approved budget prior to committing the Bank.

    • To ensure that all procurements are properly authorized and in accordance with the Bank’s outlined policy and procedures.

    • To assist in any special assignment if and when called upon by the Head of Procurement Process and Head of Administrative Services.

    Skills

    • A relevant university degree in Logistics or Business Administration with a minimum of 5 years relevant work experience.
    •Good knowledge and experience in the areas of procurement process.
    •Computer literacy and familiarity with the relevant procurement software packages.
    •Must possess strong negotiation, interpersonal and administrative skills.
    •Good customer service ability and relations.
    •Good judgment and analytical ability.
    •A minimum of five years experience in a similar capacity.
