    Job Purpose:

    The Senior Budget and Contracts Engineer reports to the Manager of Business Support Group, administers Budget and Contracts staff and trainee, manages and monitors all departmental budgets under the Facilities Management Directorate. The incumbent will oversee the financial reporting and budgetary development, monitor Contracts Utilization and the administration FM Shared Services as per the Service Level Agreements within QF departments, Centres and Branch campuses.

    Key Result Areas:

     Supervise, develop, and evaluate budget and contracts staff.
     Oversee and manage FM directorate contracts, utilization and appropriate budget and contracts reporting.
     Develop procedures to ensure an effective budget process that address monthly, annual cycles and longer term needs.
     Prepare management analytical reports and develop financial assumptions, alternative fiscal models, comparative financial data, and recommendations in support of decision-making.
     Develop pertinent reports, supporting information and presentations for the FM Directorate as required for budget planning and preparation purposes.
     Develop systems to carry out financial activities and make effective use of a financial planning database for revenue and expenditure projections, historical comparison data for annual budget reviews.
     Works within FM departments or sections to improve budgeting procedures, improve the quality of budget data and resolves process and procedure problems with the budgeting cycle.
     Develops projections of revenue and expenditures and monitors performance and trends in those areas of the budget.
     Maintains internal budgetary control procedures and reporting mechanisms.
     Administers the preparation of the budget proposals for Business Support department and FM Directorate.
     Coordinates with the Qatar Foundation Finance department on matters related to the financial reporting systems.
     Oversees the training programs related to budget process and implementation of procedures and relevant policies in implementing annual budget allocations.
     Assess, evaluate, and research customer service compliments concerns or issues and recommending responsive and timely solutions pertaining to FM Shared Services as per Service Level agreements (SLAs).

    Skills

    Minimum qualification
     A masters degree in business, finance accounting public administration or related field.
     Five year budget and/or finance related experience; three years supporting experience.
     Experience working in facilities management and or with higher education
     Experience operating in an intelligent enterprise resource planning ERP environment

    Knowledge, skills and experience:
     Proven experience in all phases of the budgetary process including experience with the development if an annual budget
     Experience in managing and maintaining complex staffing and budget systems
     Experience in the use of computer tools including spreadsheets and data query programs.
     Preparing and presenting executive-level reports to directors.
     Previous experience in redesigning budget allocation models.
     Must be an effective communicator of financial and budget concepts and capable of working with a wide range of financial and non-financial administrators, faculty and staff.
