well for the transformer atleast, it depends on the implementation. whether the tansformer being manufactured is to be used at generation, transmission or at distribution levels. Delta-star is most commonly used at commercial and distribution levels where as star-delta is used at generation levels (for stepping up) and Delta-delta at transmission levels.
