Will overloading a truck make it unstable and more prone to accidents?

There are laws that prevent overloading of trucks. But overloaded trucks cannot accelerate fast. They cannot be stopped fast by applying brakes. So overloaded trucks are generally driven at lower average speeds. I feel overloading of trucks cannot be a threat to safety. Please give your comments.
