Chemical engineer when chooses processing of materials as a field becomes process engineer

Process engineer should work in optimizing every processes not only chemical processes and working on industrial scale. Chemical engineer is really focused on chemical processes not necessary on industrial scale it could be on laboratory for example. I agree with you that the difference between the two is really narrow as for me a process engineer should have a chemical background.
