I think you should start with Home Page as it's the first page the customer will lay his eyes on !! Plus most of websites nowadays are dynamically created which means that if the controls in the front page are working fine this is a pretty much indicator that the inner pages will have no errors :)

i think we should start with the home page because when we think; we first think how the home page will be and what all we want to be in the home page.So starting with the homepage will help to finish off your work comparatively in less time as your thoughts get connectivity quickly,

Start by developing the basic structure of the home page, as this might also be serving as the base design/format for inner pages.
Then emphasize on inner pages development.
As home page will remain be evolving till the end of the project.
But still, there is no thumb rule for this.
And if there is also no particular requirement of the project, you can opt for any pattern which suits you.
Because, sometimes, inner pages are distributed amongst several developers, and in that case, you cannot go with the idea of starting development with the home page.

Inner pages, I think, because dynamic websites these days have homepages that feed in from different parts of inside pages.

Well - it depends on the project type and requirements.
Normally we develop the admin panel of the project then we shift towards the frontend side.
So it also depends on your project need and design layout.
If everything is ready for home page then you have to develop home page first because every inner page would be linked with it.
