Fear is part of the human nature and has an impact on you as an individual depending on your ability to use it to the best of your advantage. Some leaders may can use fear and transform it into a factor of motivation to allow them to reach their potential in their leadership. However there is also a downside to being fearful as a leader because it can take control and limit your opportunities, abilities and responsibilities. Being a leader comes with a great responsibility to yourself and your people regardless of where you are or what you do, it requires courage and confidence to take risks having sought the possibilities of them failing and allowing room for developments. However if you let fear control you then you are giving into your weaknesses and allowing them to take control of your character which will certainly limit your success. One should use to the best of their advantage and use it to fuel their energies and direct them where they are needed most.

Yes, Fear will impact to the leadership and to the decision of the leader, it is a kind of failure in leadership, until to take the right decision for the  accurate equation of facing or withdrawn.Then the fear may express the wisdom to decide the withdrawn based on the unstable equilibrium.

Fear is a human trait. However your leadership abilities are defined by how you handle the fear. Great leaders are not shy of taking risks. When a situation arrives where fear strikes, they assess the situation, evaluate the various options and then take a decision on how to face the fear.
