What the key guidelines for effective planning?

It is a wide ranged question.

It depend what plane you are looking for.

the plane for start up or implementing.

If your are doing it from zero then you have to do4 main plans:

1st start with short range Plan to start the daily operation

2nd do the work plan or it is called the annual Plan

3rd do the mid range Plan (from1 to3 years)

4th do the long range plan ( from3 to10 years)

NOTE: Every start of the new year you will have to analyze the previous plan and implement the following year plan accordingly.
