Can you help identify universities/projects/researchers working in health systems and policy research in UAE?

I am a public health researcher in India, with over5 years of experience. Presently working in premier research organisation on national level policy research on systems integration. I am planning to pursue research and PhD in this field and would like to relocate closer to my family (in UAE).
