Two mutually exclusive investment proposals have "scale differences" (i.e., the cost of the projects differ). Ranking these projects on the basis of IRR, NPV, and PI methods give contradictory results. In any case NPV to be equal to zero or positive. Always Project financing decision considering the factors of NPV, PI & IRR. So, Anwser is "May"

Yeah, May be transportation, Materials, Labour, Land, Machinery all the things will be differ in Cost and so as the Political and governamental environment and cultural environment of that area and people will affect the cost as well.
