from my point of view you should not accept people who are over qualified for the required job profile.
So you should not accept him if you got feelings like that.
But if he is qualified and you have got these feelings about that threats on your position from this new comer, you should look from a strategic point of view and positively how this hiring could affect your position positively by hiring a highly qualified member.

I'd go with1 I think everybody deserves a chance.
The idea of threat only comes to people who lack something.

I will go ahead and nominate him .... i will not consider it as threat , but i will consider   it as  an opportunity to work with collagues that might have more experience, knowledge than i have  ... in deed this is oppurtunity to learn more... which can be benifical on the long term.

on the other hand  , if i am there to take the decision then i have to take decesions with honesty -not biased to my personal interests....tdoing so could be unethical  .

Actully reruitmenet process is very critical and cruicial  in most of the organizations and could have very positive or ngative impact in any organzation ,,, accordingly there should be very strict rules , policies , procedures that control the recruitment process.i can say one of the most cronical disease that lead organzations to failure and cause sever losses and wastes is the " Improper Recruitment " ,In contrast, succeful recruitment , which is well organizaed and controlled , can gaurantee the contribution in the organization buisness success..

I do agree with Mr.
Hijazi, but if it became inevitable, you should have to increase the pace of your self development to stay competitive and DON'T BUT CONSTRAINS for such people specially when they feel that you do appreciate their knowledge and experience and you can create a very good team who will add-value to the organization

I believe that the best practice would be to disclose this conflict of interest to your supervisor, and allow them to determine the proper handling of this conflict as a third, and unbiased party.

I think I have to accept this applicant because as a good leader I have to be confident of my abilities which will help me to manage him so easy and uses him as assistant easier.
And that's will make me more successful in my role.

I say you go ahead with your score and nomination.
Taking such a decision is the reason you are in that position.
Competition is usually healthy and without any doubt you have more experience in your role and your organization.
