How to justify about any material submittal submitted by the contractor to consultant specially concern with MEP construction like HVAC,Fire F. PLUM?

Material submittal shall be complying to the specification. But in most of cases all the points shall not be able to be complied due to the manufacturer differences. But contractor has to make sure that proposed specification is equivalent/superior to what specification asked for. 

the material submittal shall be in accordance with the project specification and local authorities rules and regulation. Any related to the fire life safety system shall subject to Local Civil defense approval

To justify a material submittal, the relevant documentation (certificates / data sheets) must be supplied by the contractor. Usually this will have to be approved by the consultant, client or third party. 

Once this is done, a consultant / client specified independant QC inspection can take place. The contractor to supply the documentation to show traceability between said documentation and material (Heat number).

Well

There are different criteria

1. The brand should be approved by Consultant or client

2. If brand is not approved than submit pre qualification and check whether the brand\\manufacturer is capable to meet criteria. Its technology and material and experience matches with our demand. From how many years they are manufacturing those materials and how many projects they have done in last5 or10 years.

3. Once pre qualification is OK then material submittal requires to be comply with our specifications like its material, process of manufacturing, country of origin, its accessories and warranty etc. Then technical issue like size, weight, compatibility sample can be provided or not and if old experience.

4. All things are Ok then we can approve it with comments like delivery time, UL\\FM approvals if needed
