As an electrical engineer, do employers prefer higher eduction or experience?

Non professional HR only ask for experience in same field. They will never give you a chance even if you are well qualified and worked in similar environment for years. 

More experience+Basic qualification is more valued than higher education+less experience in developing countries. 

Depends on the nature of the job. For research and development, consultancy, and innovation knowledge outweighs hands on experience, site engineers, QC, design of typical systems they'll look more at physical experience.
