As a designer, you can use HTML5 and CSS3 to add many dynamic features to your websites but keep in mind that most of these features will only add visuals to your website. To create a true dynamic site you have to learn some client or server side technology. If you add JQuery, JavaScript or some latest JavaScript frameworks like KnockoutJS, AngularJS etc. to your skill set you can create very dynamic interfaces for your clients.
HTML is not a dynamic language, you should use PHP, .Net or etc. for dynamic websites as well a better way to use CMS i.e. Wordpress, Joomla etc..
I preferred CSS i.e Cascaded Style Sheet to design a dynamic web page and more intresting.Also i use jquery and jssor to create a dynamic web page.
Try using grunt watch for automation, and populate content via XML.
