The second one is a leader. The word leader implies that someone has to follow. One cannot be a leader with no followers. A leader bears the weight of the task  at hand together with the people he/she is leading. A boss on the other hand is just a person who has more authority over others.

"Boss" is a very loose term in English.  When used in a particular sense, the answers already given are accurate.  However, "boss" can simply mean "team leader" without any derogatory connotation.  For example, British soldiers often call their officer "Boss": such officers always lead from the front.

Second one is leader because leader never order to their subordinates or colleague and lead them from the front.  leader is always optimistic, supportive and share credits among team, and always motivate them to do better.
