First, You must learn HTML and CSS, these are the basic thinks to develop a site. Learn clearly the basic things like
( div, id, margin, padding, position, background, float etc.....)

actually i would recommend one to try html and css as a beginner because it gives one detailed guidlines on how one should simply create a website from scratch and its step by step.
Wordpress is good but not advisable for someone who wants to dig in deep in web designing.
for beginner you should learn firstly HTML then CSS and Javascript
HTML (essential structure it is the basis which build on it).
CSS (for page design, how page look).
JS (page behavior, build interactive page).
after that it is easy to understand JQuery and Bootstrap.
HTML, CSS and these other tools are like the ABC... of web development so before jumping in actual situation each and every body who is planing to come in the field of web development they must should learn the basic and then should go for wordpress and other available facilities

I think learning HTML CSS & Bootstrap is essential even for the developers who want to make wordpress sites, because they may be required to make changes to the templates or try to create the modules/plugins/extensions of the CMSs. in fact if you want to develop in WordPress you still need the HTML, CSS, JavaScript and/or PHP. While one can make a decent site using pre-existing templates, you really need to get into the code to customize things to serve your needs.

right after you master css and HTMl and it becomes second nature (which should not take too long2 hours of practice a day keeps ugly code away) move onto wordpress; the thing is with wordpress you will still be using CSS and HTML (although to a lesser extent) you will be able to "supercharge" your website development and websites will become a breeze with plugins and themes you can buy or download for free.
