Does the bad organizational culture affect on strategic decision and makers ?

Two ways that lead decisions maker ( top management and \\ or CEO ) get wrong decisions :

First : Rely on wrong persons inside the firm from mid - level ( that's come from old \\ bad organizational culture ).

Second : Top management and \\ or CEO don't have organization  concept , so they treat and manage the firm just as shop without sold structure which will cause at the end ; wrong decisions , no profit , high cost , west time , ....

* Points above don't mean that the Top management or \\ and CEO inefficient , but nowadays , there is a lot of managers don't have the concept of Organization so they can't rely on suitable person in mid -level .in the same time they don't use the correct way of organization skills , that;s why they can not be a long term managers
