What kind of people play an important role in HR & Admin dept. Experienced or Professional Educated?

Not only in HR & Admin , but in all joints of organization people should be first educated then have experience.

e.g. HR & Admin , should have certificate of HR, Business Administration, Management, Administrative Sciences.

According to experience they should have minimum one year or more working in relative field .
