Toughest of issue while making a budget was something when you do not have certain data which you need to have in the initial phases. Assumptions or hypothical figures based on surveys and later follwed by putting it in the right perception.
It a bit difficult on the first year but following year it comes to a track. So what i mean to say is initial fixing of facts and figures is the toughest thing i have ever faced as once you have the comparitive figures of yesteryears it is easy for you to make the Budget.
