When we say the master plan, we may refer to the baseline, which presents the designed plan (revision zero) to measure the performance of a project.

Yes, it is a kind of Strategic Planning ang it mainly focuses on building a current scenario based on past data of development in different sectors and then recommending a future plan for next 20 years to support or accommodate future development or simply to guide future development

Yes it is a strategic plan

DAP  . Developmentally appropriate practices plan is important.

Planning is actually the development of an agenda, forms and/or processes to actualize a vision, an objective or aims, dreams or purpose. In other words, planning is simply a process to produce a plan that can be used to produce or execute a project. Master Plan means an overall strategy that contains some subsets of others toward actualizing a vision, like the Master plan for a Stadium construction. There are basically two types of planning. One is called project planning(one-off, only once and not repeated) and the second is strategic planning which is not one-off but an organizational plan(Master plan) or direction or way/process of doing their businesses that will guarantee the actualization of both their immediate and long term target and objectives.
