How HR in an organization can ensure the total employee engagement?

It has been observed that26% are actively disengaged,45% are not engaged and only29% workforce is engaged. This is a critical issue to tackle the problem.

There are several solutions for the problem as below,

-   Creat crossfunctional teams and work goups that will (in my view compell every one to do his part in achieving overall team goals) in this case some training and employee awareness may also be needed. 

-    Also one can set S.M.A.R.T (Specific, Measureable, Attainable, Relevant, Time-bound) goals for the individual employees and/or teams,

-    Regular performance appraisals,

-    Employee motivation through financial and non-financial rewards and reinforcements.

These options can be used individually or combined to one another or a choice of several in combination ( a mix and match method can be applied) . Actually this all depends upon the situation and the managers' job is to analayze the situation and act accordingly.
