First of all, we need to look out whether the target is achievable or not, if employee failed to acheive the target, there must be any problem or problems surely intervening to get succeed.

Reslove the problem and make the target acheive it will make employee encourage to do it. if it would not be than he/she will lose his mind in the commecement. 

If the relevant problem within his control than lead him/her to that and diagnose it regulary..

it will surely make the employee efficient in target achieving

some of them resort to laziness and no the job her right and the other step down this post and the  other trying more and once
