It depends on how they left the company, leaving the company with no problems or complaints allows them to be re-hired.

 

Problems with higher management or complaints to the Bureau of Labour prevents re-hiring.

It depends on ex-employee past performance or tenure. If your ex-employee had a good time and reputation then chances are referral is more likely to get hired too.

Yes of course. If the required skilled position is not available in the company, recruitment process will re-connect with Ex-Employee to seek eventual new contract & term. This in fact, in most cases, is a good opportunity for the employee.
